General Summary: The Senior Accountant, Budget Analyst works under the supervision of the Executive Director of Finance. The Senior Accountant, Budget Analyst applies analytical techniques and research methods to financial data in order to provide analytical reports, explanations of variances, short-term and long-range forecasts, budget proposals, general ledger reconciliations and estimated account balances, as well as evidence-based documentation for journal entries, budget adjustments, audit schedules and budget proposals as needed. Primary responsibilities include development and maintenance of the five-year operating, capital and cash flow forecasts, assistance with development of a structurally balanced budget, compilation of mid-year projections and provision of variance explanations for monthly and annual financial reports.

ESSENTIAL FUNCTIONS, DUTIES AND RESPONSIBILITIES:

Performs variance analysis of budget and actual data in order to provide explanations for monthly committee reports, the Annual Comprehensive Financial Report and the Annual Budget Book.
Employs analytical techniques and research methods in order to develop and maintain a five-year operating forecast, a five-year capital forecast, and a five-year cash-flow forecast.
Assists with review of department and elected official budget proposals for completeness, accuracy and reasonableness, as well as compliance with budget guidelines and principles.
Assists in the preparation of the Annual Budget Book, including schedules, graphs, descriptions, department mission and goal statements, and other schedules. Works with department to ensure that performance metrics are outcome based and supportive of budgetary requests
Assists in the effort to structurally balance the fiscal year budget.
Assists with development of evidence-based budget recommendations.
Assists with the compilation of the mid-year projections.
Assists with evaluation of new program proposals.
Prepares short term cash flow projections as needed.
Prepares estimates of fund balances as needed.
Assists in preparation of fund balance reports, statements of revenue and expenditure reports, and other reports that present current and projected financial position as needed.
Assists in the reconciliation of general ledger accounts to ensure the accuracy of their balances.
Assists in preparation of County Board resolutions and supporting documentation for budget adjustments.
Assists with determinations of fiscal impact of proposed collective bargaining agreements.
Assists with development of self-insured health insurance rates.
Researches and analyzes general ledger account activity in order to provide an explanation for the balance upon request.
Assists in annual audit by preparing requested schedules and reports, as well as providing explanations of supporting materials.
Assists with implementation of the County's integrated financial system.
Assists with developing training materials and providing training in the County's integrated financial system.
Assists in the preparation and presentation of monthly committee reports.
Assists with compliance reporting.
Assists Executive Director in preparing PowerPoint financial presentations.
Performs other duties as assigned.

KNOWLEDGE, SKILLS AND ABILITIES REQUIRED:

GAAP (Generally Accepted Accounting Principles) and GASB (Government Accounting Standards Bureau) standards.
Principles and practices of financial administration, including financial reporting, accounting, and budgeting.
Use of PowerPoint to present financial data.
General and accounting related computer applications (Excel, Word, Access, and Power Point).
Communicate effectively both orally and in writing.
Establish and maintain effective working relationships with staff at all levels in the organization.
Coordinate and participate in the preparation and management of the County's budget.
Generate complex financial reports, including use of Excel Pivot Table.
Generate accurate, concise variance analysis explanations.
Develop long-range forecasts and generate cash flow projections.
Interpret and apply complex regulations to fiscal systems.
Evaluate complex fiscal problems and develop sound courses of action.
Prepare, examine, reconcile and verify financial documents and reports.

TRAINING, EDUCATION AND WORK EXPERIENCE:

Education: Requires a Bachelor's degree or higher in accounting, finance, mathematics, business or related field. An MBA is preferred but not required.
Experience: A minimum of 5 years' experience in accounting, budgeting, financial analysis is required, preferably in government.

Certifications: A CMA or CPA Certificate is desirable but not required.
